Blogging to develop writing chops

I've had blogs on multiple sites over the years. In the best case, it becomes a place to chronicle my thoughts on the issues of the day. In the worst cases, it ends up just being a place to store links of interest. If i see an article i find interesting, i link it but rarely make comments.

I am testing out the blog interface at Wix at the moment. I am most active on wordpress, and prior to that i had content on blogger.com. I am not a published author on Medium yet. I think at this point i am very vendor neutral and just want to see what is the best option out there.
